I beg to inform you that I am authorized to regulate

the taxation of boats (here) and that since my recent arrival

in Tai Pang, the boat people have come with all possible speed to pay their taxes as required, but no representative from your boat has yet come to pay. I therefore write to

request you to come without delay to Tai Pang to take out

a licence in order to avoid the punishment to which you

are liable.
